Public Diplomacy and Program Officer

Salary: $29,112 – $34,044 USD

About the position

Under general direction, the role works to establish policies and procedures to support the management of the Australian Embassy’s public diplomacy activities, including public events, online communications, and media engagement. The role is also responsible for supporting elements of the Australian development program in the Republic of the Marshall Islands, including implementation, monitoring and evaluation.

Key responsibilities of the position include but are not limited to:

  • In consultation with senior Embassy staff, create original and engaging social media content on a regular basis, designed to maintain, engage, and grow the Embassy’s social network presence.
  • Support the planning and delivery of the Embassy’s Public Diplomacy events and functions.
  • Liaise with a wide range of other key stakeholders including other development partners, businesses and civil society organisations to strengthen Australia’s engagement.
  • Manage the planning, implementation, and project management of the bilateral development program.
  • In consultation with implementing partners and senior Embassy staff, provide monitoring and evaluation of development programs, projects and activities, including timely input to DFAT’s Investment Quality Reporting and other performance and quality requirements.
  • Facilitate and support high-level visits including through event management, program development, briefings and media monitoring.
  • Provide financial management support, coordinate budgets and monitor expenditure within the portfolio.

Required Qualifications/Experience/Knowledge/Skills

  • Experience providing development program, event planning or communications management in a similar organization is desired.
  • Tertiary qualifications in a relevant area of study welcomed but not essential.
  • Demonstrated skills and experience relevant to foreign or government relations is desired.
  • Strong written and oral communication skills in English, in a variety of situations, including for face-to-face and telephone stakeholder interaction, liaison and representation, notetaking and online communication. (Good written and oral communication skills in the Marshallese language would be an advantage.)
  • Proficiency in the Microsoft Office suite of applications, particularly Word, Excel and PowerPoint.
  • Demonstrated skills and experience in written, graphic and video content creation for Facebook.
  • Excellent attention to detail and record-keeping.
  • Flexibility and a willingness to perform a wide range of varied tasks.
  • Demonstrated ability to work as an effective and reliable team member in a small office work environment.
  • Ability to prioritize workloads, maintain confidentiality, and work effectively in teams and autonomously, as well as under pressure and in changing circumstances.
  • Ability to travel domestically on occasion.

 

Policy and Program Manager

Salary: $38,004 - $44,450 USD

About the position

Under general direction, the role works to establish policies and procedures, perform research and analysis, prepare briefings, and undertake domestic political and foreign/regional policy reporting, as well as organize visit programs. The role is also responsible for supporting the management of Australian development programs in the Republic of the Marshall Islands (RMI), including design, implementation, monitoring and evaluation. The role also includes providing support and back up for other areas of the Embassy as required.

Key responsibilities of the position include but are not limited to:

  • Provide advice and recommend strategic direction to senior Embassy staff on matters concerning domestic politics and parliamentary affairs
  • Initiate, develop, and maintain strong working relationships with key stakeholders across the region and development community in RMI, including multilateral banks, UN agencies, and diplomatic missions.
  • Manage the effective implementation, monitoring and delivery of development program activities in RMI and provide support to the team in line with Australia’s objectives, and administrative, regulatory, legal, and reporting obligations.
  • Prepare a range of high-level written materials including correspondence, briefings, presentations speeches and reports on policy issues.
  • Plan, implement and assess performance and quality assurance processes required for effective program management.
  • In consultation with implementing partners and senior Embassy staff, provide monitoring and evaluation of development programs, projects, and activities, including timely input to DFAT’s Investment Quality Reporting and other performance and quality requirements.
  • Assist with the planning and logistics of visits, including program preparation, airport facilitation, transport, accommodation, and reporting around RMI.
  • Represent the Embassy at external events, conferences, and seminars, as required, and report on meeting outcomes and issues identified.

Required Qualifications/Experience/Knowledge/Skills

  • Qualifications in a relevant area of study or relevant field experience is desirable. 
  • Demonstrated skills and experience relevant to foreign, development or trade policy.
